Why are electronic devices allowed to be brought on a plane since they could potentially be used as weapons?

With all of the security risks these days, why do they even allow you to bring your personal electronic devices such as cell phones and MP3 players on board the plane? Doesn't anyone out there know that electronic devices could possibly be reprogrammed to detonate bombs or to do something even more sinister?
