If an absent parent emigrates?

contact order made, but absent parent didnt stick to arrangments, has now emigrated, where does the residing parent stand as far as legal matters with the children are concerned? i.e somethings have to have both parents permission for something, no known address was left for children, and no contact was made to tell them the parent was emigrating... just upped and left.
