I am not on the lease, nor the utilities bill. Am I legally binded to pay Utilities?

As a sub-tenant, your obligation is to your landlord -- the primary tenant. I do not know what sort of arrangement you had with that person. You comment that there is no WRITTEN contract means nothing. If you orally agreed to pay the bill before moving in and you did not pay, then you will be ordered to pay. On the other hand, your primary tenant has no right to keep your things as he had no security interest in those things. Your damages will be the value of the loss of those things and his damages will be the amount you agreed to pay.
